Blackhawk Technical College Research Review Process Manual
Code of Federal Regulations (45 CFR 46)

The Institutional Review Board (IRB) at the College oversees procedures for carrying out the College's commitment to protect Human Subjects in Research. The role of the IRB is to review proposed research projects involving the use of Human Subjects, ensure that the individuals involved in the project are treated ethically, ensure that all Human Subjects are provided with substantial information about the study and consent to be a subject in the study; and that all private information will be handled with confidentiality. The IRB is authorized to review, approve, require modifications in, or disapprove research activities conducted by or through the College using Human Subjects.

The College agrees to consider all Research involving the use of Humans as Research participants as being subject to federal regulations regardless of the source of funding if one (1) or more of the following apply:

  • The College sponsors the Research.

  • The Research is conducted by or under the College Community's or any Employee's direction.

  • The Research is conducted by or under the College Community's or any Employee's direction using any College Resources.

  • The Research involved using the College's non-public information to identify or contact Human Subjects or prospective Human Subjects.

CLASSROOM RESEARCH

Students may be assigned to conduct interviews, distribute questionnaires, or engage in participant observation as part of the College's coursework. Suppose the purpose of these activities is solely pedagogical and not designed to contribute to a body of knowledge. In that case, the activities generally do not meet the Research on Human Subjects definition and, therefore, do not require College IRB approval.
