Procurement is defined as buying, purchasing, renting, leasing, or otherwise acquiring any product, supplies, services, rental, equipment, construction, remodeling, or any other transaction that involves an expenditure of college funds. Any procurement transaction must be formally processed and approved by proper authority to be a valid claim against the College.
The District Board shall authorize procurement transactions determined to be in the College's best interest while providing for open and free competition. The District Board is responsible for protecting the College's interests while complying with current federal and state laws/statutes, regulations, administrative rules, and agency procedures. In recognition of this responsibility, the District Board designates the President/District Director as the procurement authority for the College.
